The Vermont tax power of attorney form, also known as Form PA-1, provides a resident with the ability to choose a professional, usually a Certified Public Accountant (CPA) or Tax Attorney, to handle the filing of State taxes with the Vermont Department of Taxes. The power of attorney will only be effective for a specific tax period as designated by the taxpayer in the document. Upon the execution of this form, all previous tax power of attorney documents are revoked unless stated otherwise by the taxpayer.

Signing Requirements – Taxpayer, Agent, One (1) Witness, and a Notary Public.

The principal may choose the agent to do all of the following:

  • Negotiate the assessment and payment of tax liabilities.
  • Represent the taxpayer and their spouse in informal discussions with Vermont Department of Taxes personnel regarding their tax return(s) and/or liabilities.
  • Receive tax returns and information regarding returns which have been filed with the Department of Taxes.
